What are Waterbury Public Records?

Pursuant to the Connecticut Freedom of Information Act, Waterbury public records include any recorded data or information pertaining to the carrying out of the public’s transaction or business created, owned, used, gotten, or kept by a public agency, or to which a public agency is entitled to receive by law. The form of the record is not necessary. It could be handwritten, typed, tape-recorded, printed, photographed, or recorded by any other method. Not all records are open to the public. Records custodians may prevent access to records if it contains any of the following:

  • Records otherwise exempted by federal law or state statute

  • A public agency’s preliminary drafts or notes, where the public interest in withholding the documents outweighs the public interest in disclosure;

  • Personnel, medical files, or similar records that their disclosure would constitute an invasion of personal privacy;

  • The records of law enforcement agencies compiled in relation to the detection or investigation of a crime that the disclosure will not be in the interest of the public because it will result in:

  • Endangering the lives of informants or witnesses or subjects their lives to threats or intimidation;

  • The disclosure of the identity of minor witnesses signed statements of witnesses or the personal information of the victim of a sexual assault;

  • The disclosure of information that may be used in a potential law enforcement action if prejudicial to that action;

  • The disclosure of investigatory techniques that are not of public knowledge;

  • Documents and records relating to strategy and negotiations as regards pending claims or litigation in which a public agency is a party. This is until the litigation or claim has been adjudicated or settled;

  • Trade secrets, commercial information, and financial information;

  • Student and school records;

  • Adoption records, documents, and information;

  • Information got through illegal methods;

  • Documents or records relating to real estate appraisals, engineering or feasibility estimates and evaluations that are done for or by an agency for the acquisition of property or to prospective public supply and construction contracts, until the property has been acquired or the proceedings or transactions have been terminated or abandoned;

  • Records of standards, procedures, processes, software, and codes, that are not available to the public and that their disclosure would compromise the security or integrity of an information technology system.
